Setup basic github actions trigger to run tests on commit and PR.

Per the GitHub Actions Quickstart, there should be an 'Actions' tab where the results are shown. I can't find it. Can you check the repository settings, and make sure it's enabled?

Initial workflow created and checked in on PR #7, per the Creating Your First Workflow instructions. But it doesn't appear to be kicking off and running anywhere.

Just enabled Actions - you should be able to see the tab now. CMS is pretty conservative and all Actions are disabled by default for every repo.
