Submissions API was upgraded to NestJS and will not be accepting certain properties that are readonly. This PR includes the following changes to accommodate this new update:

add removeReadOnlyProperties and isReadOnlyMeasurementSetProperty to remove readonly property fields
apply methods to post and put mset apis
in put api, specifically remove submissionId property separately since this only applies to put endpoints and not post.
