QPPA-7280: Add ordering to new/updated measures #678

Previously, new and updated measures had their fields in unintuitive orders that were inconsistent with existing measures in the data. This update reorders updates before merging them to the measures-data.

This PR also does a one time reorder of all measures in 2023. It does not do the same for 2022, to minimize unnecessary changes to that year.
