overallAlgorithm for measure 409 #681

Measure 409 Clinical Outcome Post Endovascular Stroke Treatment has metricType of singlePerformanceRate and no strata listed. The measure spec (attached) says

For accountability reporting in the CMS MIPS program, the rate for Submission Criteria 2 is used for performance

So can measures_data.json be updated so that the metricType is multiPerformanceRate, the overallAlgorithm be overallStratumOnly and the strata added?
