Refactor Flags.validate in src/flag.js to reduce its Cognitive Complexity from 18 to the 15 allowed. https://sonarcloud.io/project/issues?open=AZFmjARHybYwxy-_uEfq&id=CMU-313_NodeBB

This is different from #316 because it tackles a Flags.validate, while the other issue refactors Flags.getFlagIdsWithFilters.
