Automate Seeding #306

Suggestion from @alebonacini:

Use history database to automate the initial seeding process for preliminary races (section 10.4.4 of the rules as of 2024).

Take input of what orgs/teams to seed, as well as available lane count. Generate the groups of seeds.

May need some thinking to clarify ambigous sections of the seeding process, but should at least be able to give a rough draft of the seed order to simplify the process.

Though not clearly documented in the rules, the seeding of any teams with no available data is typically done by placing them all below any teams with data, and sorting alphabetically first by team (A,B,C,D) then by org.
