[Feature] Possibly add way to delete configurations from instructor interface.

Some frustration was expressed because there were too many configuration files in the instructor interface because of small incremental fixes. Adding a feature to remove files from the instructor interface has been proposed as currently the only way to remove unused configuration documents is to manually perform the removal in the database.

Possible complications include preventing deletion of in use configurations.

It might also be nice to be able to scope configurations based on class, assignment, institution, instructor, etc.

Low priority as this is likely to be less of a problem once Scribe prompts are solidified and possibly moved to their own file.

New proposal is to list the publicly available writing tasks plus an option to upload a custom one. Any custom writing task specification is scoped to the assignment and is replaced upon a new upload instead of having an ever growing list of nearly identical writing task files.

Limiting to a single upload file seems to be sufficient.
