PR Templates Not Registering #48

I'm trying to check off the things on the community checklist and added a PR template; however, the PR template doesn't seem to show-up when you make a PR. Need to investigate further.

I got this to work. As shown here apparently the GitHub instructions are wrong and you can't use the PULL_REQUEST_TEMPLATES directory.
