Current implementation lack a delay check system for timed mechanisms to retry network outbound connections. This needs to be implemented.

Okay, a delayed recheck/retry system has been implemented as of today. The original source cause was actually because the credential to LORIS was wrong. Need to test with this scenario a few more times before fully closing out. Currently there are 12 retries over minutes/hours/days to avoid temporary network related issue.
