Throttle not responding properly in FBW and above #157

What steps will reproduce the problem?
1.  In FBW mode gradually raise the throttle from min to max
2.

What is the expected output? What do you see instead?
Instead of the throttle going from min to max it goes up for a while, then to 
zero for a while, then starts going back up again.

What version of the product are you using? On what operating system?

Please provide any additional information below.
