It seems that such code can be released.
As far as I know, the blocking issue was an expected pull-request https://github.com/esa/CCSDS_MO_StubGenerator/pull/18 accepted in january.
Releasing the 1.2.0 version officially (and in Maven Central) would allow direct dependencies in user projects.
