spectral tutorials - french edition #27

Should we keep / maintain this? If so, I have to make sure that they are tracked properly in the system.

It was found this past Friday that these French Spectral tutorials could not be loaded to Lab because of permission issues. It seems that the French Spectral tutorials were the only ones with this problem. Thanks to correct that.

I put in new versions of these, in the same area as before. They've all been updated to a current patcher format and load fine.
