STEPS 3.0.2 -- bug fix patch (#2) #4

CMake was not aborting even if SWIG (which is REQUIRED) was not found. Fixing this and updating STEPS version patch to 3.0.2.

@WeiliangChenOIST @iahepburn could you please test the patch on your system as well and merge? Thanks!

@FrancescoCasalegno could you also change the version number in py/steps/init.py as well, ideally it is even better if the init.py file can automatically update itself, but if it is too much work we can do the automatic thing in later releases.

I've tested with and without SWIG and I can confirm this patch resolves issue #3. Cheers
