Design better top end-cap

Need top end cap that can:

• [x] Mate with 1.5" schedule 40 PVC. To be epoxied in place.
• [x] Cover and provide waterproofing for electronics.
• [x] Allow for easy access to electronics (e.g., using 1.5" gripper).
• [x] Provide flange onto which solar panel can be fastened and held at appropriate angle for a given latitude. Angle is ~ 30º in Wilmington, NC. Solar panel is https://www.adafruit.com/product/5367.
• [ ] Entry for solar panel cable into main PVC housing.

• [x] Drain hole(s) to allow rain to drain off of end cap and not pool around the gripper plug
• [ ] Hole(s) to route solar panel cable into housing

Design for 4 of 6 holes in https://cdn-shop.adafruit.com/product-files/5367/5367_Voltaic+Systems+P105+R7D.pdf.

1. Side of end-cap parallel to short side of panel is 133.2 mm between holes and 2 x 7.4 mm to edge = 148 mm.
2. Side of end-cap parallel to long side of panel is intended to accommodate two of three mounting holes on both sides. The distance required to cover the two holes is 103.6 mm between holes and 2 x 7.9 mm = 119.4 mm. This edge is on the hypotenuse of a 30-60-90 triangle. The sketched side is adjacent to the 30º angle. Therefore, that side measures 119.4 mm x cos(30º) = 103.4 mm.
