Tech improvements related to translations

• [x] Add a script to the main repository that generates the pot files and commits them upon pull (ONLY the pot's, not the po's)
• [ ] Write a script for the build repositories to execute so that the ToC headings can be translated automatically - likely minimal hassle is having something in this repository that has a dict of translations for the headings and runs some seds , so that if we do ever edit the headings, everything to be fixed ends up in one file, and the build repositories can stay with just having build scripts.
