Add high-level explanation of CoNLL-2020-related notebooks #149

This PR adds a pointer to the notebooks from our CoNLL-2020 paper to the main README.md file. I also added a README.md file to the directory with the notebooks, and I tidied up the Markdown in the first cell of each notebook.

There is some remaining work to be done before these notebooks are documented enough to serve as a working example of Text Extensions for Pandas in action. I've created #148 to cover that remaining work.
