Adding python manifest file #156

This adds the python setup MANIFEST.in file and adds files from the repo needed for packaging from source or building a conda package.

LGTM. If I'm reading this right, this PR represents a first step towards #145

Thanks @frreiss , yes I was trying to build a conda package and this was the first issue. It passed the build stage, so this was all the additional files needed I believe.
