Refactor the contents of tutorials/corpus/util.py into the main library for reuse.

Major subtasks:

Create a new submodule
Make sure that everything has appropriate API docs
Refactor the notebooks in tutorials/corpus/util.py so that they draw the appropriate code from the library itself instead of util.py
