Prep for 0.2.0 release

Various minor fixes from the release process:

• Update new Jupyter display code so that ipwidgets is not a hard dependency (14e430d)
• Update notebooks that display TokenSpanArrays so that their output matches the latest display code (dacfd4b)
• Add dependency on feather library to development dependencies, so that the CoNLL-U demo notebook will run out of the box (86d49c1)
• Fix incorrect URL for downloading EWT dataset in CoNLL-U notebook (33b8106)
• Modify BERT-related notebooks to use PyTorch inference mode and to suppress some new transformers warnings (910a0c6 and 6fb09de)
• Add code in sentiment notebook to recover from Watson NLU "rate limit exceeded" errors (dc6f6da)
• Fix documentation formatting issues and switch to a theme with a floating table of contents (7e57ee0, 403259d, 5c8666d, 99c4662, 5905506)
• Fix broken Python 3.6 build (b6702b1)
• Upgrade default JupyterLab config to include all the Elyra project extensions (b6702b1)
• Misc. other minor fixes
