CIVET3 does not require a tree by default, so can publish required files from datapipe. Other changes:
Only one metadata file needed - anonymization is now internal, and as no tree only need the _all csv
Ideally requires a mutations file generated with gofasta updown list as speeds up civet runs a LOT. Makes sense to run this once centrally then query. Requires gofasta v0.4
