This PR adds lower limits to stol and scat data items as discusses in https://github.com/COMCIFS/Electron_Density_Dictionary/issues/12#issuecomment-2101870311.
It did not add a new changelog message since these changes fall under the umbrella of earlier changes that have already been described (addition of the ATOM_SCAT_VERSUS_STOL category).
