Add mandatory dictionary attributes #38

All the dictionaries should have a common namespace. I know we haven't actually done this yet, but at least in this instance we should get it to match the cif core namespace (CifCore). Or decide on a new common namespace name (IUCr?).

Ok, changed to CifCore for now.
