This PR follows https://github.com/CON-In-A-Box/CIAB-Portal/pull/697. Please review/provide feedback on that one before looking to this one.

This fixes an issue that could occur when navigating from the Department Sidebar view to the Email or Permissions view before returning to the Department view again, where the Fallback or Parent Department selection would be lost.
