This PR removes the HTML used for the ConCom Structure Page and removes the scripts that are replaced by the Vue components.
After this PR is merged, it would be nice to give a little bit of time before we finally merge things into production. Everything should be OK here, but I'd like to make sure that someone else has an opportunity to poke at it a little bit before we send it.
This PR follows https://github.com/CON-In-A-Box/CIAB-Portal/pull/698. Please review/provide feedback on that one before looking to this one.
