Refactor code to allow for new events to be defined.

Front and back-end features for adding / editing / deleting annotations to be generalized for all epoch types. AKA - take what has been done for annotations and make it possible for events.

This is a task that was added to the HED Implementation Plan as an amendment after feedback from Tech Committee Meeting on Jan 20th.

add permission for editing events
php endpoints for events

updating files on download + script
