TAVGSFC created by tavgsfc.py not read by real.exe #14

The script tavgsfc.py creates a flag :FLAG_TAVGSFC = 1LL ; in the global attributes of the met_em files. Due to this flag, real.exe does not take into account TAVGSFC for the lake temperature. The format of the flag is not correct, and should be changed.
