Thompson microphysics bug fixes in v4.5.1 #3

There is a bug fix for the Thompson MP scheme we are currently using.

I created a new branch https://github.com/CORDEX-WRF-community/WRF/tree/v4.5.1-devel to hold v4.5.1 developments, in case we decide to use it in CORDEX. For the moment, the only difference with the official release is this Noah-MP fix https://github.com/CORDEX-WRF-community/noahmp/commit/2bbd516, which is not yet applied to the non-refectored Noah-MP code.

We are using now v4.5.1, so this fix is already applied.
