The following non-database components have test coverage below 80% and need improvement to ensure robustness and maintainability.

Routes:

[x] locationRoutes.ts: Coverage is currently at 0%. Targeting lines 1-8.

Services:

[x] issueService.ts: Coverage is currently at 53%. Targeting lines 39, 52, 80, 95, 119, 145-164, 186, 195, 203, 229, 238, 258-259, 277-383.
[x] locationService.ts: Coverage is currently at 50%. Targeting lines 8-14.
[x] userService.ts: Coverage is currently at 69.44%. Targeting lines 60, 67-69, 86-104, 112.

Utils:

[x] response.ts (utils): Coverage is currently at 50%. Targeting line 5.
[x] unusedUtil.ts: Coverage is currently at 0%. Targeting lines 1-2.
