@kt-cheng ，謝謝你的 PR ，但 #115 要處理的是 UI 更動，不是 API 回傳的順序呦～

這張沒辦法只是調整 API 的原因是因為，要提供兩種排序/分組的方式：

1. 依時間排序，新的在前（預設）
2. 依「部門」分組，並以申請人 > 申請時間排序，新的在前
