This PR updates build , atmosphere + ocean to current versions, in preparation to make a data ocean

This only works with a CICE6+WW3 build from [ww3_switches](https://github.com/COSIMA/access-om3/tree/2ea2920de5437a461eaa4bbfae378927adc44e00) branch
