Per https://github.com/COSIMA/access-om3/issues/190#issuecomment-2261753828 , remove .h. from the output filenames of CICE

It will break https://github.com/COSIMA/om3-scripts/blob/main/payu_config/archive_scripts/concat_ice_daily.sh, so its best if we can merge https://github.com/COSIMA/om3-scripts/pull/22 first and then update the copy installed on vk83 .
