NCI-specific include/lib directories #4

The CMake NetCDF build config will now search the NCI-specific Intel directories for the *.mod and library files. This will help with building with most of the NetCDF libraries (primarily 4.2 and 4.3).

@nicjhan have you had a chance to look at this? It allows us to use the local netCDF libraries. The current version seems to only work for netcdf/4.6, which does not do the GNU/Intel subdirectory split for its headers/mod files.
