Meson #627

After the most ridiculous mindless debugging (I did a bad job here trying to debug during a conference), I've got a working build for Meson!

The build is the same: python -m pip install .

The reason for the change is to incorporate modern fortran in preparation for METISS

Hey @poojanagrawal -- once you get a chance to test out this version of the meson build, can you give me a thumbs up here? I'll merge it in to develop once you do :-)
