vss-tools evaluation

We need to firm up our requirements on what we want to see in data sampling campaign overlays and evaluate the capability of producing them with https://github.com/COVESA/vss-tools/

Existing capabilities for overlays in vss-tools may influence our decisions

• intent is to add name/value pairs to existing VSS signals, see issue #2
• strip signals not part of the sampling campaign
• include convention for campaign name, version
• be able to pull use cases, audiences and other common (cross campaign) from shared files
• consider capability to compound campaigns, eg general fleet and customized additions for specific vehicle and/or TSP

We can produce static mockup sampling YAML at least initially, this will aid in developing additional campaigns and being able to update them.
