TERMS in a PR-format as requested for easier commenting. Now with Properties, Events, ... But still not complete, I guess.

TERMS.md is of course starting to overlap "the spec" so at some point they should likely merge but for now this is to build consensus.

Definition of Target Environment is new in the latest one. See here for a formatted document.
