Remove templates in favor of .github variants

This pull request removes the pull request template and the issue templates from the Corona-tracker repo in favor of the .github variants.

Explain the details for making this change. What existing problem does the pull request solve?

The templates will now apply to all repos instead of only Corona-tracker, and contain updated information / formatting.

Test plan (required)

No changes to UI or application, only to the Github management flow.
