[FEAT] Add ability to change language in Settings page

Summary

• [ ] in our new Settings component (not onboarding), we should have a selector for the user to change their language

Motivation

We don't want users to have to log out and log back in every time they want to change their language. I know this won't be common, but it's a hassle for the users to log out and back in constantly.
