Add Kansas LTC scraper #221

New Tableau scraper for KS LTC data (ks_ltc_scraper.py)
Reorganize LTC data, moving scraped data files into a new ltc_states directory and organzing scraper scripts by platform

Sorry for the large diff, which is all from reorganizing everything. The new bit is ks_ltc_scraper.py.

TableauScraper doesn't always work, for reasons I never figured out because it involved going way too deep into the depths of Tableau web's internals. But when it does, it's pretty slick.
