This comes from beta.healthdata.gov, which uses Socrata and so doesn't have the same changing URLs as healthdata.gov. I figured it made the most sense to go with our usual "backup to one file and use the git history" approach instead of the HHS-dated-files one, but either way works if you have strong feelings.
