[DC] Amend recoveries in DC on 02/08/01 to correct for what we assume is a mistake in the DC download data #1147

Describe the problem Washington DC reports via a web page, and an XLS download. On February 8, 2021, the spreadsheet indicated 28,986 while the webpage indicated 26,986. We captured the information from the webpage as we routinely did. The following day the number of recoveries in the sheet went down to 27,121. Since there was no explanation, and the webpage time-series is continous, we assume that the spreadsheet number is a data entry error and we are correcting it.
