[NY] Patch 12/03/20-12/04/20 cur. vent and hosp. discharges #1150

Describe the issue: On December 3, 2020, we missed New York's daily COVID-19 updated press release where we sourced their Currently on ventilator and Hospital discharges data. On December 4, 2020, we caught the update for December 3, 2020, but not the update for December 4, 2020. As a result, the update for December 3, 2020 is reflected in our data for December 4, 2020, and the update for December 4, 2020 is not captured. We are correcting this error.
