[CT] Remove Cumulative Hospitalized after 10/22 (national impact) #1156

Describe the problem The last time cumulative hospitalizes was reported by Connecticut was on 10/22/2020. Instead of carrying over the number last reported, we are going to clear out the time-series from that day on.

This might warrant a tweet since it will (along with #1155 ) will greatly impact the national cumulative hospitalized, and some data users might be looking at that number.
