Data Gaps part 2: [AS], [IA], [IL], [IN], [KS], [MD], [MP], [PR], [WV] #1158

Issue: Cleaning up data gaps caused by primarily by changes in state reporting or our understanding of the definitions of metrics from early in the pandemic. Each change will have a separate comment with brief description

State: Iowa Issue: We recorded Iowa's Total Test metric in both the Total tests (specimens) and Total tests (people) fields on May 17, 2020. Solution: Remove the value from Total tests (specimens).

State: Illinois Issue: We recorded Illinois's Total Test metric in both the Total tests (specimens) and Total tests (people) fields off and on between May 13, 2020 and June 11, 2020. Solution: Remove the values from Total tests (people).

State: Indiana Issue: We recorded a 1 for Indiana's Ever hospitalized from March 21, 2020 to March 25, 2020, but then did not record additional values until May 8, 2020. Additionally we were unable to verify the source for the value. Solution: Remove the values from Ever hospitalized from March 21, 2020 to March 25, 2020.

State: Maryland Issue: We missed recording Total deaths for Maryland on March 17, 2020. Solution: Carry over the previous value.

Territory: American Samoa Issue: We recorded zeros for several metrics in American Samoa, just to make it clear that we were tracking them. Between April 11, 2020 and April 24, 2020 we did not record zeros for Total deaths. Additionally we did not record zeros for Conformed cases between February 17, 2021 and March 7, 2021. Solution: Carry the zeros over in Total deaths and Confirmed cases.

Territory: Northern Mariana Islands Issue: We missed recording Total deaths for the Northern Mariana Islands on March 28, 2020 to April 1, 2020. According to a query on the MP ArcGis dashboard the first reported death was March 31, 2020. Solution: Carry over the zeroes to March 30, 2020 and then carry the 1.

State: West Virginia Issue: We recorded Ever hospitalized, Even in ICU, and Ever on ventilator briefly between March 21 ,2020 and April 15, 2020 however the source of these values was determined to not fully represent cumulative totals for these metrics. Solution: Removing values recorded in Ever hospitalized, Even in ICU, and Ever on ventilator.

Territory: Puerto Rico Issue: We stopped carrying over the Negative value for Puerto Rico between May 6, 2020 and May 20, 2020, however Puerto Rico's Total tests are calculated from Positive plus Negative so we need to carry the value over. Solution: Carry over the value from May 5, 2020.

State: Kansas Issue: We missed recording Total tests (people) for Kansas between May 31, 2020 to June 11, 2020. Solution: Use Kansas's COVID-19 Summary PDF to get the values for tests during that time, and patch our time series.
