Issue: On July 9, 2020 the Northern Mariana Islands began reporting Total PCR tests (people), and we should have begun using Total PCR tests (people) - Confirmed cases to calculate Negatives. However this didn't become standard until July 23, 2020. Patching the incorrect values in Negative with Total PCR tests (people) - Confirmed cases.
