[CA] 7/23 hospitalization freeze needs to be reflected in ICU data as well #675

Describe the problem: On 7/23, it was decided that hospitalization coverage would be frozen. However, ICU coverage was not stopped until 7/25. ICU values should be carried forward until 7/25.
