clicking second warning/definition doesn't switch right pane, if second click is on higher state

Odd bug that I just noticed, that may have been around before. Seems to only apply to https://covidtracking.com/data. If I click a definition or warning for any state, subsequently clicking an annotation or warning for any state higher up on the page won't refresh the right pane. For example:

• go to https://covidtracking.com/data
• scroll down to alaska
• click "includes antigen" for total tests (specimens) in the viral (pcr) tests card (observe that the right pane pops out and shows the appropriate warning)
• scroll up to alabama
• click "includes antigen" in the total test (people)
• observe that the right panel doesn't update :thinking_face:

I think it's popping multiple right panes, stacked on top of one another. Probably should replace the pane rather than popping a new one for each state?
