Upgrate to openai lib to v1.2.3

🛠 Changes being made

This fixes https://github.com/COXIT-CO/RecruitFlowAI/issues/44

• upgrades openai python lib to version 1.2.3 from 0.27.9.
• upgrades llm models used in the bot to gpt-4-1106-preview from gpt-3.5-turbo.
• refactores main logic module (ai.py) to use updated APIs.

This also updates ai_test.py, based on the new openAI APIs.

🧪 How was it tested? / Demo

Tested manually by interacting with bot (i.e. sending messages)

Notes

It might be that the bot has other working functionality I don't now about, if so let me know that is we can test it, to make sure the change did not break it!
