Redo Site Layout #17

Use more bootstrap conventions to help with mobile experience. Layout similar to this for homepage. Nav similar to this with no carosel.

We need to find a Bootstrap 4 theme.

I kind of like business frontpage theme.

The "What We Do" section would be "What is CPLUG" and the cards at the bottom could be upcoming events. Then we use a two column layout for the rest of the pages.

I would like the nav bar to be inline instead of sticky.
