github action messaging our IRC on new issues and PRs #11

I think we should consider this, so people on irc don't have to actively monitor elsewhere to make sure all issues were addressed.

I've added something to this effect now, but it kinda sucks. Anyone else who has set up sensible event messaging, who can do it better? :-)
