include finished charter #2

Once the cpan security charter is complete, we should include it on the website.

I've already added the (non-finished) charter, and I'm thinking it's just as well we continue discussing the details of it here, instead of on the cryptdrive.fr page we used.

After thinking quite a bit, I'm thinking the charted needs some simplification... Let's see if we can make this happen soon! :-)
